Allow setting default source params at sync level

For JDBC-based sources, there are 2 different settings which we can apply at the sync level:

  1. Ingestion of timestamps without timezones
  2. Allow Schema Changes
    Multiple syncs for the same database will typically require the same settings, and it would be a huge usability enhancement if we could configure defaults at the source level (maybe under Connection Settings > Connection details > Advanced Options. We wouldn’t expect this to have any impact on already created syncs; only to set defaults for future syncs created for that source.
