But does Palantir have a plan to launch the layers on Workshop?

Can you clarify what you means by “layers” here ? Aren’t “pages” what you are looking for ?
You can use the Custom Widget via Iframe to embed Slate or custom OSDK apps into an existing Workshop app, either in a new Page or as an Overlay in a modal or sidebar in an existing page.
