What are the permissions associated with "Manage marking categories for the organization"?

The Organization administrator and Data governance officer roles in Control Panel grants the “Manage marking categories for the organization” permission.

However, there are marking categories that I cannot see as an Organization administrator because I lack an explicit category permission in the Settings page.

Therefore, what exact permissions is “Manage marking categories for the organization” granting, besides the ability to create new categories? Is it different from managing all categories individually?

This permission is just to create marking categories. There isn’t anything else that it grants.
