Looking at Notepad template docs, it doesn’t specify to what realm a Notepad template is published. Is it Project, Namespace or are template access managed differently?

Much like many other Compass artifacts, Notepad templates are governed by the permissions granted and inherited on it. Multiple orgs can be given access to the template in the same namespace.
As of this moment, Notepad templates are not yet supported in Marketplace for deployment to other namespaces.

I have a global ontology. That gets pushed to other Namespaces with Restricted Views. I also need to share the same dashboards, on the same ontology, in each Namespaces. Thanks
For the Notepad template, you could have it in a global shared namespace that plays the role of public assets among all your organizations. The namespace would need to be accessible by all your organizations that need to make use of the template. Visibility and access rules would still need to be applied accordingly to the groups. You will also have to recreate the template in that namespace.
