[Foundry Issues] Open Foundry Resource in New Tab

Hi there, small nit - after adding a resource to a Foundry Issue, the hyperlink should open in a new tab instead of the current tab.

Problem: Often, users complete the title, description and then add the associated resource. If a user clicks the link to test it’s the correct resource, it navigates to the resource, but all the draft Foundry Issue is lost.

Repro

1. Go to Foundry Issues (ex. from the left side bar)
2. Create a new ticket
3. Add an associated resource
4. Click the hyperlinked associated resource
   1. Expected: Open resource in a new tab
   2. Actual: Open resource in current tab, losing draft progress. Navigating back in the browser does not retain the draft

You are completely right, it should open a new tab. Fixed it, will roll out soon
