Is the document here !=' is a typo?

See section 6 here, “=, ==, !=', <>, IS, IS NOT, LIKE, RLIKE (binary)”.

I am not familiar with the notation !='.
The correct notation is !=?
I would appreciate it if you could enlighten me.
