Is the email associated with emergency or catastrophic failure limited to some senders?

In Control Panel, there is an emergency email address in the - unlikely - case of catastrophic failure affecting our Foundry enrollment. Is this email limited to a specific set of users ? Are specific people allowed to hit this email ?
