Is there a way to force users to be approved by others when something is changed in the Control Panel?

The Control Panel also has an embedded Approval app feature, but is it possible for users to customize it?
Specifically, is it possible to make the setting of reviewers mandatory for requests in the Control Panel?
We would like to make mutual reviews mandatory, even among users with the same permissions within the same admin group.

The Approvals workflow cannot be customized by enrollment administrators.
