Media Sets showing "no data access" - Cannot package for Marketplace. Will it affect more?

Problem Summary:
I am unable to package media sets for Marketplace, despite having Owner role and being within the correct Organization. All media sets show “no data access” in Data Lineage, which also blocks any downstream datasets that depend on them.
These are tiny datasets, with notional data. Used in an ontology object and application. But to get the “full” experience of the app, getting these short .txt files would be great.

Environment:

All resources created within the same Organization (Enrollment with a couple of orgs. I belong to the main org, I am also a guest and an orgowner/manager for this specific org where I do my work)
I am the creator and Owner of all resources and projects
No Markings applied
Resources are in a properly configured Project within our Organization’s Space

What I observe:

Media sets work fine in pipelines - I can build and use them normally in Pipeline Builder and transforms
“Check access” panel shows correct permissions - ISH :

Role: Owner
Organization: ✓ (correct org)
Markings: None
“This user meets access requirements for this file”

But then there is the strangeness for mediafiles and files later down the line.

There may be additional data requirements for this file.

Data Lineage shows the problem:

Under “Resource Access” for the media set, it shows: [Org] (no data access)
This is despite being Owner and member of the Organization

Impact on Marketplace:

Cannot package media sets
Cannot package ANY dataset that has a media set as upstream input (due to permission propagation)

What I’ve verified

The Project, folder, and all resources are within the same Organization
I have Owner role on all resources
No restrictive Markings are applied anywhere in the chain
Regular datasets (without media set dependencies) CAN be packaged
I seem to get the same for ALL media sets, not just this one specific resource when I started looking around. I tried downloading, uploading, creating new etc.

For datasets, no problems at all.
Questions:

Is there a specific permission required for media sets that differs from regular datasets when it comes to Marketplace packaging?
Is this a known limitation with media sets and Marketplace?
Is there a workaround to enable packaging of media sets and their dependent datasets?

Any guidance would be greatly appreciated. And if I have completely misunderstood everything and just me not getting it. I am very happy for that help too. :innocent: (This could be the case.. one starts becoming slightly blind after too many hours just searching for this :smile: )

I added some screenshots. All the erased parts show only that there is only one org as a requirement and that is the same one for everything.

Hi, a possible cause for a declassification error during packaging (as seen in the last screenshot) is that the dataset transaction and the store you are importing into have different markings. This can include org markings or other markings.

Could you check on the markings requirement on the store?

I have checked everything, every project setting within the org. And no other Markings than the org marking, which is the same. However, when I check the marketplace (not the folder or project it exists in which is correct org marking) it has a requirement for two orgs, the main org and this org we work in.
But still all the other datasets, (that are only the one org) work and I have full dataaccess. Only Mediasets or datasets downstream where a the mediaset is input get this dataacess problem.

Just wondering if anything else will be affected by the access rights, It looks like in general I do not have access to the data. (Or it says “I may” not have and I can see the data itself in apps inside foundry etc).
