Is Palantir (AIP/Foundry) available to be used in India? I have a dev tier account that I created here in the US but I want to learn if I would be able to access it, if I need to, from India?

Yes - DevTier is also available in India, as one of the Supported Countries. You will need to update your network Ingress settings in control panel before travelling to allow access from India.
