Who should I contact if I need to take the Application Developer certification exam? My manager asked me to complete the certification and shared the code with me, but I’m not sure about the next steps?I do not even know where the link to the exam/lin is?

you need to visit the certification center:
certification.palantir.com
You need to log in with your account, then select which of the exam you want to take and during the checkout you can enter the code.
After that you can just take the exam.

How many times can I take the test? what happen if I fail the test? will they charge us and have to pay again?

You can take the test only once, so prepare beforehand, for another try you need to either pay the price or get another code.
If you fail the test you will have a 14 days cooling off period so you cannot retake it right away.
