Users with viewer role can not upload a file with a media reference property in action. They’re already included in the action’s submission criteria, but when they try to upload a validation error will display “No backing mediaset found for selected file” .
Unless you modified the Default settings of a Role - which can be defined per Organization - you need at least editor role to make an upload on a dataset or mediaset.
