When resources are moved to another project - how are are cost attributed?

I have a resource that consume compute-seconds/storage/etc.

I move this resource from Project A to Project B.

Will its cost be attributed to Project A ? Project B ? At the time of when it was in Project A to project A and in Project B to Project B ?

When you move resources between projects, the cost (usage) is only allocated to the new project after the resources are moved.
Historic usage remains assigned to the original project and does not get retroactively re-assigned.
