I’m trying to port a multi tabular process currently conducted in Excel to Workshop. However, Workshop only allows 2 inline action tables to be open at the same time. I need 3 or 4.

Can you please post a screenshot of your issue? When I try to create 3 tables with inline edit actions (below), I am unable to replicate the issue:
